Oak Ridge Nuclear Campus
Eighty years ago, thousands of workers quietly built an entire city in the hills of East Tennessee. Nobody knew exactly why. That city was Oak Ridge, and what was being manufactured there would change the course of history: the atomic bomb, born from the Manhattan Project.
Today, that same city is putting its hand up for a role just as consequential — this time, for the energy future of the United States.
A Historic Bid
Governor Bill Lee has officially submitted a proposal to the federal Department of Energy to make Oak Ridge the site of the country’s first Nuclear Lifecycle Innovation Campus. The initiative, launched by the Trump administration in January 2026, invites states to propose sites capable of hosting a complete nuclear ecosystem — from fuel fabrication all the way through waste processing, what the industry calls the “cradle-to-grave” lifecycle.
Tennessee isn’t simply raising its hand. It’s making the case that it already has the most comprehensive nuclear ecosystem in the United States.
What Oak Ridge Already Has
The strength of this bid starts with what’s already on the ground, right here, right now. Oak Ridge National Laboratory (ORNL) and the Y-12 National Security Complex form the backbone of an infrastructure unlike anywhere else in the world. Enrichment, fuel fabrication, reprocessing, advanced separations, recycling of used nuclear fuel — Oak Ridge already covers every step of the chain.
Add to that the Oak Ridge–Knoxville corridor, home to more than 230 companies active in the nuclear sector, with high-quality jobs throughout the region. Tennessee is also one of the few states holding an Agreement State status with the Nuclear Regulatory Commission — meaning over sixty years of hands-on nuclear regulatory experience.
And then there’s the Clinch River Site, where $400 million in federal funding is already backing development of the nation’s first small modular reactor (SMR).
A National Problem, a Local Solution
Behind this bid sits a sobering reality: the United States currently imports 71.7% of its enriched uranium. Energy dependence on foreign suppliers — Russia chief among them — has become a full-blown national security issue.
The proposed campus at Oak Ridge would be designed to end that dependence — rebuilding a sovereign American nuclear supply chain from the ground up, start to finish, on U.S. soil.
“Tennessee’s innovation has positioned the Volunteer State as the global epicenter of nuclear energy,” Governor Lee said in his announcement. “As our state answered the call during the Manhattan Project… Tennessee stands ready once again to lead.”
Real Impact for East Tennessee
Beyond the patriotic framing, this project represents a massive economic opportunity for the region. Hundreds of highly skilled jobs in engineering, research, and site management. A wave of private investment drawn by the proximity of world-class federal infrastructure. And direct benefits for communities like Oak Ridge, Oliver Springs, and Clinton — towns that have lived in the shadow of a national laboratory for decades without always seeing the returns firsthand.
The Tennessee General Assembly has already passed Senate Joint Resolution 887, formally backing the bid and acknowledging the project’s economic, strategic, and national security value for the state.
What Happens Next
The Department of Energy is now evaluating proposals from multiple states. No official timeline has been announced for a decision. But Oak Ridge enters the competition with an argument that’s hard to beat: nowhere else in America does the history, the infrastructure, and the expertise converge so completely on a single piece of ground.
